The purpose of the job is to research, develop and produce an AONB Management Plan for the Mourne Area of Outstanding Natural Beauty (AONB). Key tasks will include data research and collation, preparing a State of the AONB report, public and agency consultation, plan preparation and publication. A budget will be available for some technical assistance and strategic consultancy advice.
A third level qualification in a relevant subject along with at least two year’s proven work experience in a relevant role are required. Also sought are knowledge and experience of the following: natural and cultural heritage and rural affairs; research and data collation techniques; analytical skills; written and oral communication; public and stakeholder engagement; building effective working relationships; working independently.

Key Responsibilities
To develop, maintain detailed knowledge of Countryside Recreation and conservation Mourne AONB.
To help promote and secure positive links and understanding between landowners local communities, visitors, business sectors and volunteers and promote the aims and objectives of Mourne Heritage Trust to all.
To identify, agree and implement practical projects to achieve conservation and recreational policy objectives in consultation with Mourne Heritage Trust staff and other interested parties.
To assist the Trust’s Countryside Services Manager (C.S.M.) in the planning, development and supervision of the Mourne Conservation Volunteers (MCV). To Supervise the MCV programme and arrange, organise and oversee training and practical conservation projects.
To be responsible for ensuring the Health and Safety of visitors and volunteers engaged in all Trust led projects.
In liaison with the C.S.M, to be responsible for the direction and supervision of a team of Countryside Officers.
To make regular patrols within the Mourne AONB to monitor countryside access and use and to be aware of and report on any natural or man-made changes observed.
To carry out regular monitoring of all rights of way and access routes.
To Interface between landowners and users concerning countryside access issues, resolve problems and deal with queries arising in conjunction with relevant access authorities.
Act as a contact for advice, information and practical assistance to visitors, user and school groups on route planning, walks, drives, recreational facilities, etc.
To identify offences in the countryside e.g., ASSI infringements, wildlife incidents, litter, and dumping and seek resolution of these issues
Compile and submit surveys, reports and attend to correspondence as required by the C.S.M.
Assist emergency and other public services on 24-hour call-out procedures.
Ensure that all equipment, tools and vehicles are maintained in safe and clean condition.
Maintain inventories, vehicle, plant and material sheets as required.
To ensure that you and persons under your control maintain a high standard as applied to dress, vehicles, attendance and general presentation, to further the Trust’s standing with the local communities and general public.
Perform any other duties appropriate to the grade and nature of the post as directed by the C.S.M or the Chief Executive.
PERSON SPECIFICATION
Essential
To have at least 2 years experience in a job relevant to this post.
To have a practical good knowledge of at least two of the following countryside maintenance, countryside recreation, farming, natural history or rural land management.
To have experience of assisting with the organisation, direction and supervision of volunteer events or groups working on practical projects.
To be able to research, prepare and submit to deadline, concise and accurate written reports on a wide range of subjects.
Demonstrate interest in and commitment to the Mourne Heritage Trust’s purpose.
To have a sociable disposition and a pleasant, out going personality.

Desirable
Previous Ranger experience.
To be qualified to HNC/HND level in an environmental/countryside subject and posses a Mountain Leaders Award or similar qualification.
Experience of mountaineering, fell walking or long distance walking and posses a first aid and emergency rescue certificate.
To have experience of staff supervision and be computer literate and possess basic keyboard skills.
To have a knowledge of the Mourne Area of Outstanding Natural Beauty.
Working Arrangements
The Post holder will work a 37-hour week but will be required to work at weekends and other unsociable hours as required to deliver the demands of the post for which an allowance is paid. Applicants will work with the minimum of supervision and will be frequently required to work in adverse environmental conditions and to often work alone in remote locations. Considerable travel throughout the Mourne AONB will be normal and applicants should live within a reasonable traveling distance of the work. You will be provided with a vehicle for use on official duties, together with the necessary protective clothing and equipment.
Salary is graded between £16,325 to £18,323 pa, NJC Scale Points 16 to 20. It is the Trust policy that new employees normally start at the bottom of the pay scale. The post is pensionable (NILGOSC) and will be on an on-going basis subject to performance and on going funding of the Trust by its Government partners. Appointment will be subject to a six-month probationary period.

Mourne Heritage Trust is the management body for the Mourne and Slieve Croob Area of Outstanding Natural Beauty, now Northern Ireland’s first candidate National Park.
The Mourne Homesteads project aims to renovate a number of derelict traditional dwellings in Mourne for full time residential use by local people, and is currently delivering an extensive education and training scheme in traditional building skills. Over £1.4 m in funding has been secured, and the project will shortly be commencing on site.

A knowledge and understanding of the use of lime can be helpful in the restoration of many of our old buildings. Training in the use of lime is being offered by the Mourne Heritage Trust, funded by the Rural Down Partnership through the Leader + programme.

The Rural Heritage Officer will lead on the development of the Mourne Rural Heritage Programme, a key work area in the Trust’s Operational Plan. The programme will include an audit of the rural heritage of the Mourne Area of Outstanding Natural Beauty, the establishment of a Mourne Rural Heritage Trail and the development of educational materials on the rural and cultural heritage of the Mourne Area. The officer will also lead in the development of a Mourne Branding Forum to promote local agricultural produce and crafts through a Mourne Brand, and will organise and lead a study visit to facilitate learning about local branding by members of the forum. The officer will service the Mourne Rural Heritage Steering Group which will advise and provide guidance on the implementation of the programme and will provide reports to both the project funders and to the Board of the Mourne Heritage Trust.

This project is part financed by the European Union (Peace II Programme) managed for the SEUPB by the Northern Ireland Rural Development Council.
